St. Albans, WV: Father Kills Daughter's Boyfriend

St. Albans

A Kanawha County man is dead. He was shot by his girlfriend's father. 60-year-old James Downey of St. Albans confessed to police he shot and killed 27-year-old Brandon Hall early Sunday morning. According to Investigators, Downey was upset with the way Hall was treating his daughter, 34-year-old Jennifer Downey.

Downey and Hall lived next to her father on McKinley Ave in St. Albans

Jennifer Downey wasn't home at the time of the shooting. She was in jail, arrested Saturday evening on 3rd Offense Driving on a Revoked license and DUI.

Around 2:00 Sunday morning, Mr. Downey walked next door to confront Hall. There were several people there at the time. That's when Downey pulled out a gun and fired several shots. Hall was hit in the chest and died on the scene.
When police arrived they found the alleged murder weapon at Downey's home. He confessed to investigators that he was the one to pull the trigger but decided not to give a formal statement until he had talked to a lawyer.

Downey was arraigned and then transported to the South Central Regional Jail. He's being held without bond.

Holstein told Kaufman that Downey went from his Boley Street home to Hall's McKinley Avenue home, a distance of about three-quarters of a mile, about 2 a.m. that night. He was armed, he said, with a .40 caliber handgun.

"He went to confront Brandon Hall," Holstein said. "His daughter had been arrested earlier in the day for DUI, and she was not there. He knew that."

Holstein said the door was opened by Downey's 13-year-old granddaughter. He asked to speak to Hall alone. Hall came to the door.

"But the granddaughter only took a couple of steps and he turned and fired a couple of shots into Brandon Hall," Holstein said. "The granddaughter heard him say, 'What did I do?'"

"Six shots were fired," Holstein said. "And he died. And in his house. He showed complete disregard even for his own granddaughter. Afterward, he admitted to a neighbor, 'I took care of it.'"

Another 13-year-old girl, who was also staying in the house at the time, was injured when a bullet hit her, Holstein told the judge.

"It is a very strong case, Judge," Holstein said. "It wasn't a case where Hall had threatened him. He went to confront him. He was unarmed. He still had a cigarette in his hand when police saw the body."

Hall's family said he was staying at Jennifer Downey's home with her children because she was in jail. His grandfather, Clarence Basham, said he had spoken with Brandon earlier in the day.

"He asked me to help him with her bail money," said Basham, who said he raised Hall. "He only needed a little bit more."
