Winston-Salem, NC: Va. Man Who Killed Girlfriend Captured 12 Years Later

June 12--A man who was captured in March by federal authorities in Northern Virginia was charged Monday for killing his girlfriend in Winston-Salem 12 years ago.

Jose Cecilio Castillo, 43, was charged with first-degree murder in the death of Edelmire Serrano, 34, who was shot once in the head Feb. 9, 2000, in front of her friends in the parking lot outside her apartment complex on Motor Road.

Castillo was accused of shooting Serrano because she refused to leave with him, police said at the time. Witnesses told police that Castillo left the scene in a 1989 red Toyota Supra.

Castillo was captured in late March by the U.S. Marshals Service Capital Area Regional Fugitive Task Force. Investigators recently received clues from people who know Castillo. That information put him in Falls Church, Va., a suburb of Washington, the marshals service said. Investigators found Castillo and arrested him.

The U.S. Immigration and Customs Enforcement has placed a detainment order on Castillo, a standard tool the agency uses as it determines whether to move ahead with deportation proceedings.

Castillo was being held Monday night in the Forsyth County Jail with no bond allowed. He is scheduled to appear in court June 29.
