More details emerging following the murder of a teenage girl, and the arrest of her 19 year old boyfriend.
Under arrest for Second Degree Murder is Steven Lipka.
He was the boyfriend of the 16 year old victim, Shelby Jenkins, of Vestal.
She was found unresponsive early Thursday morning, following a 911 call.
The incident occurred at 199 Westland Road, in Vestal, where Lipka lives.
It's been determined that Jenkins was strangled.
She attended Vestal High School for her freshman year and then transferred to BOCES, where she was in the Evertech Program.
We talked with the BOCES principal of that program.
"What stands out in my mind most about Shelby is here dedication to school and coming to school, making choices to have a better future for herself," said Melissa Shade, principal of the Broome/Tioga BOCES Evertech program.
It appears that Jenkins died in her boyfriend's home, but wasn't pronounced dead until after being transported to Wilson Hospital.
