A Goshen man is accused of fatally shooting his sister's boyfriend early Wednesday.
Karl Todd, 22, was arrested on suspicion of killing Elbert Stephens just after midnight. Stephens, who was shot in the upper body with a small-caliber handgun, died at Kaweah Delta Medical Center.
His age was not provided by authorities.
Tulare County Sheriff's Department deputies were called to the north end of Goshen after several shots were reported near Avenue 310 and Farr Road.
They were told that the shooting was preceded by an altercation between the victim and his girlfriend, whose name was not reported.
The shooter fired two or three times at Stephens, the sheriff's department reported. The victim's girlfriend was present at the time, officials said.
Todd was arrested last year for walking around Goshen with a loaded weapon. He was sentenced to community service, jail officials said.
On Wednesday, neighbors said they heard at least four shots, followed by sirens. Several men stood in front of house where the shooting occurred, drinking alcohol. Using profanity, the men said they did not wish to discuss the crime.
Patrols in the area of Farr Road, a slightly newer portion of Goshen, have been increased, a deputy said.
"That area has had less [crime] than some other areas of Goshen," Sgt. Chris Douglass said.
