Frederick, MD: Police shoot, kill man linked to domestic violence call

Police investigate the scene of a shooting that occurred shortly about 7:30 a.m. today on Himes Avenue.


UPDATE: The man killed and the Frederick Police Department officers involved in a shooting this morning have been identified. Patrick John Fischer II, 27, of Frederick , was killed after he threatened officers Kenneth Mogle, a two-year veteran, and Charles Lawson, a seven-year veteran, according to a police news release.
The press release also stated: “Officers confronted Fischer, who was armed with a sawed off semi-automatic rifle. Officers gave several commands for Fischer to drop the firearm. Instead, Fischer pointed the firearm at officers on the scene. At this point, shots were fired and Fischer was struck several times. Officers immediately began performing first aid until EMS arrived.

“To clarify earlier information, it has been determined that Fischer shot at a vehicle driving through the area, striking the vehicle and the driver, minutes before the confrontation with the officers. The injuries to the driver were non-life threatening.”

A 27-year-old Frederick man was pronounced dead this morning at Frederick Memorial Hospital after he threatened police with a firearm and the officers defended themselves, Lt. Clark Pennington said.

Two officers with the Frederick Police Department have been placed on administrative leave, standard procedure as the investigation into the police-involved shooting is under way, Pennington said about 1:30 p.m.

The names of the officers involved in the shooting and the man killed are expected to be released shortly, he said.

Police Chief Kim C. Dine said officers recovered a firearm the man displayed before he was shot.

Pennington declined to identify the weapon, but he said the firearm had been modified to some extent.

The shooting occurred about 7:30 a.m. as police were investigating a 5:34 a.m. report of a domestic assault involving the man and his wife, police said.

While canvassing the area of Himes Avenue and Primus Court where the man was believed to be, police were notified that shots had been fired at passing vehicles in the area.

One person in a vehicle is believed to have suffered non-life-threatening injuries, Pennington said.

Police declined to say how many times the gunman was shot or where he was hit, citing the early stage of the investigation.

A medical examiner went to Frederick Memorial Hospital after the shooting, and a full autopsy will be conducted after the man’s body is taken to Baltimore to the chief medical examiner’s office.

The wife of the man killed is cooperating with the police investigation, Pennington said.
