A Phoenix man fatally shot by police after he allegedly shot his wife twice and fired at officers was identified as Carlos Franco-Ruiz, 29.
The incident began about 7 p.m. Saturday, when Phoenix police received a phone call from Franco-Ruiz's 30-year-old wife's parents, stating their son-in-law stole a revolver handgun from their home on the 5400 block of W. Earl Drive, said Det. James Holmes, a police spokesman.
"The parents further indicated that the suspect and their daughter were in the middle of a domestic dispute and they were going to her home," Holmes said.
Investigators believe Franco-Ruiz returned to his home on the 4800 block of W. Hubble Street and shot his wife twice, but that has not confirmed because the woman has yet to speak with investigators, Holmes said.
The wife's parents called police again at about 7:45 p.m., when they entered their daughter's home and found her with two gunshot wounds. She was listed in very serious condition after undergoing surgery, but her injuries are not life-threatening.
"It's a sad thing," he said.
Following the shooting, Phoenix Police Officer Chris Padilla, 28, spotted Franco-Ruiz's car southbound on N. 55th Avenue near Thomas Road and attempted to pull him over. Franco-Ruiz refused to stop and continued into a driveway of the home on the 5500 block of W. Coronado Road.
Padilla, who was now joined by Officer Ivan Manriquez, attempted a "high risk" traffic stop and Franco-Ruiz's car rolled back into his patrol car, police said.
"At that time the suspect (Franco-Ruiz) exited the vehicle with a hand gun," Holmes stated. "The officers began giving voice commands to the suspect to drop the weapon. The suspect raised the weapon and fired at the officers."
Padilla and Manriquez returned fire. Franco-Ruiz was transported to a local hospital where he was pronounced dead.
Holmes was unaware how many times the officers fired and said an autopsy would determine the number of times Franco-Ruiz was struck
Officers Padilla and Manriquez have been placed on standard leave with pay while the investigation is ongoing, Holmes said.
Investigators are unaware what led to the wife's shooting or why the suspect stole the weapon from his in-laws.
